Consular assistance is limited and you need to know what the High Commission in Ghana can and cannot do. See the webpage on this. Also not that you can be assisted with birth registration as well as death registration.
If you want to apply for an Australian visa then this has to be done visa the Australian High Commission in Kenya. See the webpage on the Kenyan High Commissioner as the Australian Embassy in Ethiopia also has all their visa processing done there.

This responsibility rests with the Australian High Commission in Kenya (for residents of Ghana, Burkina Faso and Mali) and the Australian High Commission in South Africa (for residents of Liberia, Sierra Leone, Côte d’Ivoire, Senegal, Guinea and Togo).
