If you are in Ethiopia then you can seek advice on passport and other consular assistance at the Australian Embassy in Ethiopia located in Addis Ababa. Note that they will be able to assist you with a birth registration as well as death registration and assist with a temporary passport if you have lost yours.

The Embassy is open from 0800 to 1600 hrs Monday to Friday except for public holidays.
Consular and Passports services will be provided only from 0900 to 1200 Monday to Friday.
